Regulation (EU) 2024/1689（AI Act）第 50 条，2026-08-02 起适用。欧盟版的「AI 内容要标出来、跟 AI 说话要让你知道」。
一句话是什么
欧盟 AI Act 里专门管「标识与告知」的一条：满足特定情形时，AI 系统的提供者和部署者必须让用户知道「你在跟 AI 打交道」或「这段内容是 AI 生成的」。
管谁、管什么
- 义务主体：提供者（provider） 与 部署者（deployer）。
- 覆盖四类情形：
- 与 AI 直接交互（如聊天机器人）——必须告知用户对象是 AI；
- 合成内容——AI 生成的音频、图像、视频、文本需带机器可读标记（machine-readable marking）；
- 深度伪造（deep fake）——必须披露内容系人工生成或篡改；
- 情感识别 / 生物特征分类系统——须向受影响者告知。

罚则
违反第 50 条义务适用 AI Act 第 99 条第 4 款：最高 1500 万欧元或上一财年全球年营业额 3%（取高者）。
2026 年修正
AI Act 已由 Regulation (EU) 2026/1744（Digital Omnibus on AI，即「AI 综合修正案」）修正，自 2026-07-27 起生效。第 50 条本身仍自 2026-08-02 起适用；本次修正改的是上表中机器可读标记的宽限期。详见 ai-act.md。
